A high-level contact is someone who holds a position of authority at the national or international level.

Establish contacts with a broad range of high-level government officials, whatever their department. This helps establish an atmosphere of trust and credibility. Such contact will continue to be of benefit as people change responsibilities or location.

You will probably have to establish relationships with lower-level personnel within the government or agency in order to have an opportunity to make high-level contacts.
