A strategy is a coherent set of program activities designed to achieve a specified goal or objectives.

Characteristics
 

Here are some characteristics of a well-defined program strategy:

 
  • Uses action verbs such as organize, develop, create, implement, design, train, acquire, build, and write
  • May combine elements of action and objective

  • Optionally specifies

    • who is primarily responsible for the program
    • when it will happen
    • what kind of activities to focus on, and sometimes
    • the primary audience for the activities.
Examples
 

Here is an example of a well-written program strategy:

 
  • We will train 10 literacy supervisors by means of a combined program of consultant mentoring, monthly in-service training, and a one-week literacy supervisor course taught by the Adult Education Department in the Ministry of Education.
