A soft issue is a program issue that tends to be indeterminate, vague, arbitrary, and subject to multiple interpretations. The shape of a literacy program will be affected by decisions made on these issues, but there is little obvious means of determining that one decision is better than another.

Here is an example of a soft issue:

 
  • There are three possible program sponsors which appear to be generally equivalent; therefore the choice between them will be rather arbitrary. The choice, however, may well give unique shape and direction to the program.
